Banks
Mission Oaks National Bank named Jeff Adams as manager of its new Lake Elsinore office. Adams, who joined the Ontario office of Mission Oaks in 2006 as first vice president and business development officer, was promoted to senior vice president last year.
Temecula Valley Bank, the principal subsidiary of Temecula Valley Bancorp Inc. hired Timothy L. McLain as vice president and business development officer of its SBA division . He has 17 years of experience in sales and origination of SBA and commercial real estate loans in the greater Los Angeles market.
Education
Riverside Community College has selected Monte Perez as president of the Moreno Valley campus. Perez most recently was vice president of student services at Golden West College in Huntington Beach.
Thomas A. Baldwin, head of the Department of Biochemistry & Molecular Biophysics at the University of Arizona, has been named the dean of the College of Natural and Agricultural Sciences at the University of California, Riverside. Baldwin is famed for his studies on protein folding.
Finance
Altura Credit Union in Riverside announced changes to its leadership team. Jennifer Binkley, former president of Altura subsidiary Auto Expert, is now chief operating officer of Altura Credit Union. Chris Andrus, vice president of Auto Expert, has been named Auto Expert's new president. Gerry Agnes, most recently Altura's chief operating officer, has accepted the role of chief financial officer for Altura.
Hospitality
Morongo Casino Resort & Spa in Cabazon hired Don Ayers as director of slots. Most recently, Ayers was director of slot operations for the Planet Hollywood Casino in Las Vegas.
Manufacturing
Wavestream Corp. in San Dimas has named Blythe Chad Deckman as vice president of engineering. A co-founder of Wavestream in 2001, Deckman most recently served as director of research and development.
Real Estate
Victoria Gardens in Rancho Cucamonga hired Masa Liles as marketing director. Liles most recently was director of business development for Simon Property Group.
Security
Coachella Valley Security Academy has hired Sam Cross as director of special services. Cross is the retired chief of the Indio Police Department.
Technology
RipTide Systems in Murrieta hired Tony Langdon as customer account manager. For the past 15 years, Langdon worked in sales in the home builder and flooring/design industries.

Arrowhead United Way in San Bernardino named Diane Eazell as the new board chair for the nonprofit organization. She is senior vice president of corporate administration for Arrowhead Credit Union and has been involved with United Way for more than 40 years.
The Desert Contractors' Association in Palm Desert has chosen Richard A. Wasserman as the 2008 honoree of the Hire Local/ Buy Local Award. Wasserman has been a desert developer since 1993 and has continued to hire local subcontractors.
Animal Samaritans SPCA in Thousand Palms elected Bill Blue as president of the board.
